Mark Randall Frerichs was a man who disappeared from the Khost Province of Afghanistan on January 31, 2020. It is believed the Haqqani Network abducted him.

Background[]

Mark Frerichs served in the United States Navy between 1981 and 1986. He worked as a Deep Sea Diver and was involved in operations such as deep sea salvage and recovery and harbor clearance. After being discharged, he attended the University of Phoenix and graduated in 1989 with a Bachelor's Degree in Civil Engineering.

Since then, Mark has worked as a civil engineer in various conflict zones from Iraq to Sudan, working with governments and non-government organizations (NGOs). He has regularly traveled to Afghanistan since 2012, residing in Kabul but also living in Lombard, Illinois. In March 2018, Mark became a managing director for International Logistical Support, still working on construction projects.

Disappearance[]

Mark was last seen in the Khost Province, a southeast province that borders the Federally Administered Tribal Areas, an underdeveloped region between Afghanistan and Pakistan. How he was abducted is not clear. Although no one has claimed responsibility for the abduction, it is believed that the Haqqani Network was responsible.

The Haqqani Network is an Afghan Islamist guerrilla insurgent group that has been around since the 1980s. They are closely aligned with militant Islamist groups Al-Qaeda and the Taliban, with the latter putting the group in charge of domestic security following the 2021 Fall of Kabul. Although the Haqqani Network is known to kidnap people and hold them for ransom, the Taliban denied kidnapping Mark on May 10, 2020.

Investigation[]

Several days after Mark was abducted, American forces carried out both ground and intelligence-gathering operations to track his whereabouts. The problematic topography and severe winter weather prevented overhead surveillance missions by military drones. A week later, a village near where he was last seen was raided by US Navy Seals. Although several individuals with alleged ties to the Haqqani Network and Al-Qaeda were arrested and interrogated, no new leads were given.

During Mark's abduction, the United States and the Taliban were involved in peace negotiations. Although the Afghan government and the Taliban discussed exchanging prisoners of war, there was no indication if Mark's release was ever discussed during the talks, which ended with the Doha Agreement of 2020 on February 29, 2020. Mark's family, especially his sister, Charlene Cakora, were critical of this.

Mark's case is under investigation by the FBI and the Departments of State and Defense. The Rewards For Justice Program is offering a reward of up to $5 million for information leading to his location and return.

Recovery[]

In mid 2022, he was exchanged for an Afghan drug trafficker, Haji Noorzai. The negotiation lasted for months. Since his release, he was in Doha, Qatar for another flight to the United States.
